The jutsu first creates a seal of the ground or Earth and then by doing the correct handseals the Jutsu will produce a bundle of electromagnetic storm cloud above a radius of 20 miles and focusing the point of impact and chakra on the point the user unleashes the technique in which a Powerful bolt of Lighting and pressurized air decendes from the clouds above the target and then hitting the ground with such power that the whole 20 mile radius is turned into ruble or wasteland.
